Blackboard (LLC) Migration Notice

Blackboard (LLC) is currently sunsetting and all courses are migrating to ATIS Learn (Moodle) or ATIS Educate (Moodle).

Here is everything you need to know.

ALL Blackboard (LLC) supported instances (NIPR, SIPR, Bb.COM) will go offline on 31 March 2026. There will not be any extensions or exceptions to policy. You MUST download or migrate all content from these systems prior to 31 March 2026. This includes grades for graduated students for archival/accreditation purposes.

  • Blackboard Licenses (.com, .mil, and .smil) funded through March 31st, 2026 (FY 25 Funds)
  • ATSC will NOT receive FY 26 funding for licenses – program sunset means no contract vehicle for self-pay Mission Partners
  • ATSC will decommission the ELLC (.mil) IL4 instance of Blackboard in the TRADOC Azure Cloud NLT 31 MAR 2026 (hard stop, no extensions)
  • ATSC will transition the LLC to a Moodle LMS (ATIS Learning)
  • The LLC will also transition to the Army Learning Content Management Capability (ALCMC)
Army LMS Situation

Problem: The Army is currently operating multiple Learning Management Systems to deliver training, resulting in confusion for students and redundant capability with expensive licensing costs to the Army.

  • Original requirements for LMS platforms were included in the 1999 Operational Requirements Document (ORD) for The Army Distributed Learning Program (TADLP). ALMS/SABA was unable to meet the Instructor-led dL training requirement, so other solutions were tested and LLC filled the instructor-led PME gap, which grew over time to encompass other instructor-led and asynchronous courses.
  • Currently, training is hosted on ATIS Learning (ALMS), ELLE (Bb.mil), CLLE (Bb.com), ALLE (self-funded Blackboard SaaS on the .com), MilUniversity (sunset in May), Teams/SharePoint, and Canvas (limited .edu ETP).
  • ATIS POR includes the ATIS Learning Content Management Capability (ALCMC), which was directed to replace ALMS, LLC, and SMS to provide an enterprise solution for online/digital training. This includes course catalogs, registration, and online content delivery capability. ALMS has effectively sunset into ATIS Learning, and LLC is set to sunset NLT 31 MAR 2026 (end of current license POP).
