Exported question pools, tests, and surveys out of Blackboard are able to import directly into Moodle. This saves a lot of time from coping out of one system and pasting into the other. 

Use this guide as a tutorial on how to export question pools, test, and surveys out of Blackboard. 

1. Assuming you are already logged into your course on Blackboard, and have instructor rights in the course. Go to the Test, Surveys, and Pools from the Control Panel.

2. For this example we are going to use Pools. The process is the same for exporting question pools, tests, and surveys.  

3. Click on the drop down on the question pool you wish to migrate and select Export to Local Computer.
